Job DescriptionThe Business Systems Analyst collaborates with other members of the department, IS and the Business to identify problems and needs of the organization, collect, analyze, and document business requirements, information system recommendations, and process improvement recommendations. This individual participates in the planning and implementation of proposed recommendations and system changes. They act as liaison between developers and users.The Business Systems Analyst performs under intermittent supervision, in which the supervisor makes assignments by defining objectives, priorities and deadlines, assists with unusual situations that do not have clear objectives, and the employee plans and carries out successive steps. The Business/Systems Analyst resolves problems in accordance with instructions, policies and accepted practice. Work is reviewed for technical adequacy and conformance with practice and policy.Information and Data Analysis Manage, lead or participate in analysis for medium to large scoped projects/initiatives, with cross-functional interface and moderate complexity, often impacting multiple platformso Lead analysis, design and documentation of systems, processes, and project requirements and specifications incorporating SDLC, SEI/CMM and current company defined processes and methodso Lead/participate in development of project management deliverables, such as project schedule and communicationso Query data or create reports and interpret datao Lead team members to document business requirements and specifications and current state processes for complex initiativeso Provide recommendations for improvements to systems or business processeso Evaluate project cost and feasibilityo Lead business case development and process and information flow modelingo Conduct analysis to support strategy and research initiatives Determine the need for a Proof of Concept, and plan & execute a POC for a complex application Develop preliminary requirements for vendor selection, and lead development of selection recommendations Lead/participate in system/business unit/strategic planningProblem Resolution Proactively use problem identification and solving skills to resolve issues related to system, process, or project activities and to quickly diagnose, communicate, expedite and resolve critical events Apply critical thinking skills and business knowledge to identify issues and propose solutions Identify system problems and lead/assist others in root cause analysis, including review and development of complex requirements based on advanced knowledge of managed care Review production metrics to monitor system performance, data quality and integrity, and to identify problems and trends Participate in development and implementation of enhancements and improvements and identification of performance metrics Lead efforts to assess current system/business processesImplementation Support Be the business requirements and business process owner ensuring adherence throughout the development of applications Lead and/or participate in testing and implementation through test conditions development and user acceptance testingPerform other activities as directed by department management Continually expand understanding of technology and its impact on health insurance/managed care Participate in scheduling, prioritization, risk management activities and change control implementation Other activities as assignedJob RequirementsKnowledge requirements: Bachelor s Degree preferred with at least 5 to 7 years experience in functional business area preferably in a healthcare insurance environmento Significant analytical experience related to business/systems analysis and process improvemento Demonstrated understanding of managed care insurance applications and user requirementso Solid understanding of health insurance/managed care and related technology market and productso Basic understanding of system integrationo Proficient understanding of reporting tools and technologySkill requirements: Proficiently use business requirement collection methodologieso Able to use one or more of the following techniques, or other techniques as appropriate: business modeling, entity relationship modeling, logic/data flows, narratives, data structures, screen layouts, data dictionaries and forms Proficiently utilize root cause and impact analysis, interviews, focus groups, and other data gathering techniques Conceptualize and envision the impact of change, and propose new ways to do business Demonstrate advanced skills with Microsoft Office Suite including, but not limited to: Word, PPT, Visio, Excel, Project and ACCESS Able to assess assigned work, manage time and meet deadlines including ability to assist in prioritizing team members work Demonstrate proficient skill in estimating time required to complete assigned initiatives, and work with the business and other IS departments to plan accordingly Proficiently employ Project Management techniques, tools and methodsInterpersonal skills: Display expertise and leadership in applying the CRM model and managing customer expectations at the management levelo Able to act with well-developed interpersonal skills in the capacity of liaison by maintaining and supporting customer relationships, acting as a customer advocate within the IS organization and handling pressure calmly and proactively in difficult situations Demonstrate proficient negotiation and influencing skills Use strong oral and written communication skills sufficient to independently relate to staff and management, including: o Able to objectively work with highly confidential informationo Use well-developed verbal, written and facilitation skills Synthesize large amounts of information and tailor the message to the audience in both verbal and written communications Demonstrate group facilitation skills and the ability to influence without authority Develop and create senior level presentations, including executive summaries Demonstrate high-level presentation skills Effectively manage difficult group dynamics to effectively reach a positive outcome Able to work collaboratively
