Job Description


The Panther Group is seeking an experienced Senior Program Manager to lead Identity and Access Management (IAM) initiatives at a university in Boston, MA. This is a hybrid opportunity (3 days in office). Local candidates only. We do not work with C2C | C2H and this role does not permit Visas (OPT, H1b, ect) and does not permit sponsorship now or in the future. 

This role is responsible for overseeing the strategic planning, implementation, and continuous improvement of IAM programs that ensure secure, efficient, and compliant access to university systems and data. The Senior Program Manager will lead multiple complex IAM projects, coordinate with diverse stakeholders across the university, and ensure the delivery of solutions that support the institution's academic and administrative missions while maintaining the highest security standards.
Key Responsibilities:
  • Lead and manage delivery of enterprise IAM programs including SSO, MFA, PAM, and identity governance.
  • Define IAM strategy and roadmap aligned with institutional goals and emerging technologies.
  • Manage the full project lifecycle for multiple concurrent IAM initiatives within a matrixed organization.
  • Coordinate across technical and business units to gather requirements, define solutions, and ensure stakeholder alignment.
  • Ensure compliance with regulatory standards including FERPA, HIPAA, and GDPR.
  • Present IAM program status, risks, and benefits to executive stakeholders and senior leadership.
  • Support audit activities by maintaining documentation and providing required compliance artifacts.
  • Promote and implement a zero-trust security model and identity lifecycle best practices.
Minimum Qualifications:
  • Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field (Master’s degree preferred).
  • 7–10 years of IT program/project management experience, with at least 5 years focused on IAM or security.
  • Expertise in IAM technologies:

    • Single Sign-On (SSO)

    • Multi-Factor Authentication (MFA)

    • Privileged Access Management (PAM)

    • Identity governance and lifecycle management solutions
  • Strong knowledge of authentication protocols (SAML, OAuth, OIDC) and directory services (Active Directory, LDAP).
  • Experience with cloud IAM platforms: Azure AD, AWS IAM, and Google Cloud Identity.
  • Proven ability to manage large-scale IAM programs in complex, distributed environments.
  • PMP, PRINCE2, or similar project management certification (preferred).
  • Excellent verbal and written communication skills, with ability to present to executive audiences.
  • Ability to build consensus and influence without direct authority in matrixed organizations.
  • Experience in academic or higher education environments strongly preferred.
Preferred Skills and Attributes:
  • Deep understanding of IAM best practices and zero-trust security models.
  • ​​​​​​​Familiarity with identity federation, lifecycle management, and access recertification.
  • Strong cross-functional leadership and stakeholder engagement skills.
  • Skilled in navigating political and organizational complexity.
  • Experience developing IAM maturity assessments and aligning programs to business strategy.
  • Comfortable working with vendors and managing third-party relationships.
  • Strong understanding of academic user lifecycle needs (students, faculty, staff).
  • Awareness of how emerging technologies apply to higher education and digital transformation.
